The community was originally organized as a for-sale apartment complex, and the developers took out FHA loans to finance the project. The apartments were subsequently annexed by the city of Walnut Creek. Construction on the complex started in 1963, but was halted in 1967 because of financial problems. Only a third of the complex was completed, and interest rates were rising quickly.
Callister’s design for Rossmoor was influenced by the landscape of the area. The city’s Gateway Clubhouse was a prominent feature, and the complex was centered around it. This structure served as an anchor for the community and was home to most of the activities. However, the real focus of the design was on the land. The roads were aligned with the natural contours of the hills. While a few parts of the site were scraped off to prevent rockslides, the rest of the city was built around the land.
